The Magical Congress of the United States of America (MACUSA) was located in New York within the Woolworth Building. The building was also in use by the No-Maj community, but the owl carved over the entrance provided alternative magical access for America's witches and wizards. Concerned largely with keeping the magical community hidden from the No-Majs and preventing fraternisation between the two, MACUSA housed a giant clock that measures the magical exposure threat, such is the strong desire to maintain a high level of secrecy.
